Born in 1962. Author has completed his Masters Degree in electrical engineering from Ukraine. He has worked for 17 years in Butwal Power Company as Engineer and Manager. He has also worked in RERL(UNDP) for 1 year and NRREP(AEPC) for 1 year. He has published many articles related to Electrical subjects. He has been working in Rural Electrification since long time. Currently he is associated with G.P.A.Tech P Ltd company and is involved in teaching in parallel.

यदि कानुनको किताब लेखिन्छ भने त्यसलाई पालना गर्नु सरोकारवाला सम्पूर्ण पक्षहरुको दायित्व हो र नियमन गर्ने निकायले कानुनको पालना भए नभएको निर्क्यौल गरी कानुनको शत प्रतिशत पालना गराउने वातावरण सिर्जना गर्ने तर्फ़ हर हमेशा प्रयासरत रहनुपर्ने आजको टड्कारो आवश्यकता हो
